Please note that if the @t{https} protocol is used, the CA certificates
are ignored because the local time is not set correctly when the file

Also provide the patch to ntpd to ignore wrong ntp servers. Before ntpd
was exiting if wrong ntp server was provided as parameter.

] userspace/tools/wrs_ext_pps_latency: Support aligning the PPS out to PPS input in GM

1. Add new paramter CONFIG_EXT_PPS_LATENCY_PS in dot-config.
   Calibration is needed to align the PPS out to PPS input in GM mode.
2. Add new variable ext_pps_latency_ps in struct spll_stats, using it
   to transfer the ext_pps_latency parameter to WRPC-SW.
3. Change SPLL_STATS_VER to 4, modify the related function.
4. (deleted from the commit)
   Add a new tool function: wrs_ext_pps_latency, which will change
   the Main PLL phase shift in GM mode, according to the parameter
   CONFIG_EXT_PPS_LATENCY_PS in dot-config. Add this new function to
   startup-mb.sh, making it autostart.

Reduce the possible range in Kconfig to the half of the possible range.
E.g. setting job to be run every 40minutes is not trivial and */40 will
not work. Instead it will run the job at minute 0, then 40, then again
at 0 (after 40min, then after 20min).

Some deamons/etc that log messages to syslog do not specify facility.level
in their messages. The logger is configured to parse the message looking
for facility.level (option: --prio-prefix). If the message does not include
If no facility.priority is specified, the logger will use the one specified
after -p, this is now provided. For example, PPSi does not specify
facility.priority in messages (hopefully, this will change), without
"-p daemon.info", it was reported as user.info. If user wishes to,
he/she can override. This is the default config

- Remove all references to HA (+ L1SYNC) in KConfig files
- Update some help description

A dependency have been added to not allow the option "Force to get the
URL to a dot-config via DHCP" in order to get the source of the
dot-config file. This option is now only available if the "DHCP forever"
option is selected in the management port configuration.

This has been done to avoid to wait forever the availability of the DHCP
service to get the dot-config source while this service is not required
or mandatory for the management port setup.

- ARB_GM correspond to clock class 13.
- Interface changed with assembly_ppsi_conf.sh :
   - The clock class number is always defined in dot-config.
assembly_ppsi_conf.sh uses it instead of the timing mode.
   - The PTP options (accuracy, variance, timeSource) can be overwritten
and KConfig proposes always the default ones depending of the timing
mode.

The system clock monitor measures the offset between the local time and
the NTP time. If this offset exceed a given threshold an alarm will be
raised .

KConfig has been improved adding new extra constraints when the timing
mode is changed. It has an impact on port configuration
(externalPortConfiguration & default bmc mode) and also on the
overwritten clock class.

Another option is added in Kconfig that applies to all the deamons
that provide <facility*8+priority> in their messages. If logging
in Kconfig is set to "default_syslog", the logger is run with
the option --prio-prefix. With this option, the facility/priority
from message is used. All the other otions for "Logint directions.."
are left unchnaged.
