Allow partial overwrite of dot-config items by items locally stored in WRS

Implement a feature, that will allow keeping values of some dot-config items in the permanent location. Such functionality can be used to e.g., pre-configure management port after firmware update or to keep custom SoftPLL values, specific for particular WR switch.
