[BARE_TOP]: added new debugging stuff: connecting HWDU to SWcore, adding version; updating for new RMON events

RTU: changing dropping of frames-from-ourside-VLAN-on-ingress an option (to be added to WB), by default, frames from outside VLAN are allowed (as standards says)

RTU: 1) not forwarding to CPU urecognized broadcast; 2) not going through LEARN_SRC when DST_MAC not found; 3) correcting pass_pbdu behavior (overrides pass_all only if pass_all is FALSE)

v4-dev: wrsw_nic: sw reset can be a single monostable bit instead of using *_wr signal from the whole register

RTUex: adding configuration bit to enable/disable learning of unrecognized destination MACs (disabled by default)

RTU-bugfix: aging_bug-related two changes 1) the source entry search in HTAB is considered successful only if the found port_dst_mask matches the search-requesting port; 2) updating aging table only on source MAC found. No changes for destination MAC lookup
