It adds support for SDC files (timing constraints).
It fixes the device family autodetection.

In this patch a new feature was implemented. It
is now possible to specify include_dirs which
 indicates where to look for includes for
(at least for the time being) Verilog and SV
files. This works as -I option in gcc.

A bug was fixed, when there was and error when trying to
generate a makefile for synthesis with ISE, when there was
no Modelsim installation. Hdlmake was trying to look
for modelsim.ini in order to check which libraries were
``standard''.

Hdlmake will now produce makefiles that have
correct dependencies for .sv and .v files.
vcom_opt variable from manifests will be taken
into account when looking for files from
`include clauses

Proper ISE version is detetcted basing on XILINX variable.
Afterwards, a path to ISE installtion (default) is put
into the makefile.
