The userspace and kernel binaries are kept as GPL v2 but the library has
been relicensed as LGPL v2.1 in order to allow it to be linked to
proprietary software.

The permission to relicense the files has been approved by CERN in 2018
and then in 2021 (and also by its main author).

Adding ZEROBASED allows the lm32 to enumerate fpga cores without
prviding a specific read() method.

Removing "verbose" as an argument to sdbfs_dev_create (and allowing
the user to set it in fs->flags) is a minor cleanup, though incompatible.
Userspace is fixed to deal with this incompatibility.

This is a slight incompatibility, but it's worh doing.

There is some vestigial code for kernel space and freestanding users, but
those issues will be implemented in later commits.
