slave port in EXT_OFF when using CONFIG_READ_SFP_DIAG_ENABLE=y

From GSI: EXT_OFF at up-link slave ports (wri1, configured as CONFIG_PORT01_INST01_DESIRADE_STATE_SLAVE=y) and servo state was in waiting for hw on those WRSs. It has happened after applying a dot-config with DOM/DDM enabled for SFPs (CONFIG_READ_SFP_DIAG_ENABLE=y). Reboot and port re-activation (ifconfig down/up) did not help. Only disabling the DOM/DDM option has fixed the problem.

This problem occurred in both FW versions v6.0-82-g1debde40 and WP3a-wrpc_fixes-7-ga8311e1. Additionally EXT_OFF was set also at down-link master port, but this was seen only one master port at all. You can see below a simple network setup with WRSs that have DOM/DDM enabled for SFPs.
