userspace/snmpd: warning when hwinfo is not loaded

When wrsVersionFpgaType or wrsVersionSwitchSerialNumber is UNKNOWN,
or wrsVersionScbVersion = 000 then probably hwinfo was erased or replaced
with the wersion without a serial number.
