Consider making it explicit that PWRBTN_N and PRST_N shouldn't be pulled up in the system board

The CPCI-S standard dictates that these two nets be pulled up at the system board, but in the DI/OT specs they are repurposed to general-purpose I/Os, connected directly to the FPGA, to serve the user's needs. On one hand it might be obvious that they shouldn't be pulled up but it could also be made explicit, a rule could be added to the System Board chapter (resembling rule 6.1.10 of the 200626 version).
