FPGA TMS pullup is unnececary

Based on AFCZ review by P. Kulik

It's driven either by AMC JTAG which has pullup or by PROG JTAG which has pullup in the device (at least JTAG-HS3 and platform cable do). + FPGA has internal weak pullup.

Unnecessary but guess doesn't hurt (f.e. if platform cable happens not to have one). We can always DNP it any problem in prototype series is reported.
