add possibility to advertise as PTP v2.0 in PTP messages

Some PTP equipment does not work with WRS/WR node if it uses PTP v2.1 in the PTP header (which is BTW against the IEEE1588 standard). Make an option in dot-config, that make PPSi to advertise as PTP v2.0 in PTP messages.
