Handling of LEDs when more than 1 PPSi instance is present on a single port

With the updates to PPSi and HAL, we lost the minimal arbitration for setting LEDs between multiple instances of PPSi on a single physical port. Before (as stated in the manual), a PPSi instance in PTP SLAVE state had precedence. Now, as far as I can tell, the last PPSi instance (the greatest index) on a given interface overrides all the previous instances, if it comes to leads.

To be fixed when we have time, nothing cirtical
