Bug ? V6.0 in wr_mon Port EXT_OFF but Device in Track_Phase

Sometimes it happens that a WRS is no longer in TRACK_PHASE -> timing error in slave WRS. If you bring the switch back to TRACK_PHASE by re-activating its up-link port to a master WRS (eg., ifconfig wri1 down/up), then a corresponding down-link port of the master WRS (eg., wri5) shows a failure: it is presented as EXT_OFF under PDETECT state in wr_mon or wrsPtpInstanceProtoDetectState=5 (pFailure) via SNMP request -> timing failure in master WRS. Although the slave WRS is now in TRACK_PHASE, one need to fix the timing failure in the master WRS by re-initiating the PTP state machine for the down-link port (eg., ifconfig wri5 down/up).
