Modifies lof file save location to pts-admin home directory instead of usb key. Adds second log file to record serial numbers against bar codes for each board

New file to check for hardware and gateware version. File not used for main PTS rather for manual upgrade of gateware on stock of cards

- regenerated from *.wb map of PTS control and status regs because
  this one changed
- regenerated from *.wb map of Pulse counter regs, just in case
- I could not find *.wb file for the Clock coutner regs, so I just
  changed the color of the colums to match the newly-generated files

the new version of binary allows reading PCB version number so that
the correctness of hardware version can be checked by the software.

This includes:
- modified Makefile to download correct file
- updated flash to load proper file
- updated flashtest to test proper version (bump from v3.0 to v4.0

Added pcb version input pins to top entity. Link pcb version number to status and control register. updated component and port map of pts_regs for pcb version

Fixed small bug. the led-seq for blinking leds restarts every 24 blinks. This was ok for 6 fp leds as seq runs 3 times and starts again. for 10 fp leds however 24 means the seq restarts after the 4th led. it has now been changed so it restarts after 30 blinks

Modified PTS user guide to include INV channel LEDs testing: 10 blinking LEDs instead of 6--ADDED unstaged files

- replaced lengthy text that probably no one was going to read for nice
pictures describing how to install the RTM board testers
- added these pictures to the repo
- updated one link in the References section
