Modified SPEC PTS software, by INCAA.

We redesigned the SPEC PTS based on the old SPEC PTS python test but
leaned heavily on the SVEC PTS. The gateware is mostly based on a
stripped fmc adc design and again taken a lot from the SVEC gateware. We
did not committed any file to any branch, but send the
‘spec_pts_v2.zip’-file to CERN, since they ordered the redesign.
I have not changed anything in de common directory since that would
potentially have an effect on other PTS projects. All changes were done
on python files in the pts/test/spec/python directory. And this includes
the gn4124.py, csr.py, i2c.py, onewire.py and spi.py files located
there. These should also be part of the zip-file.
