There are three types of wrs: normal wrs(mark as wrs), wrs with LJD
(mark as WRS-LJD), wrs with embedded lowjitter circuits(mark as WRSLJ).
    lj_loopback_i/o is used to distinguish wrs from WRS-LJD and WRSLJ.
    lj_osc_freq_i is used to distinguish WRSLJ from WRS-LJD.
        lj_osc_freq_i=111 means WRSLJ.
        lj_osc_freq_i=others means WRS-LJD.

    lj_osc_freq_i[2 downto 0] need to be pulled up

new registers were added to diag/snmp outputs from wr-streamers.
The MIB is now expanded accordingly. The version was not bumped
to maintain backward compatibility. The new variables are added
at the end.

Added detection of wrong version number (usually, this means
that something is seriously wrong)

- added information whether the tagging is disble/enabled
- improved operation when only VID is set (not prio)

- allowed for the tool to work when GW_ver != SW_ver of registers.
- proper warning at the start
- added function to be used at the begning of new command_functions,
  it specifies from which GW_reg_map version the function is supported

Values of uint64_t were not preperly printed because "%lu"
was used and long unsigned does not seem to be uint64_t on
some architectures/compilers. Fixed it. It is for stats,
need more work.

Repairs mode abscal that failed to send PTP_SYNC after each PPS on CLB.

rt_cpu: disable PLL verbose mode by default (output on UART is blocking and greatly slows down LDPC port calibration in the WR Switch)

In order to have a more similar wrpc-sw using wrnic_defconfig or using
spec_defconfig

In case we are using the WR_NIC_CPU option we redirect ARP & ICMP to
external fabric (controlled by NIC driver on host CPU).
We have also add this option to Kconfig and update the wrnic_defconfig
used by wr-starting-kit
