WR port on Master port goes down->up fast, WR slave switch does not notice and cannot recover

3 problems

  1. for unknown reasons port on the WR master switch went down and then up within 2s
  2. the WR Slave switch did not notice it, and so the WR Link setup process did not happen and so the port on the WR Master switch is now in EXT_OFF state
  3. the WR Slave switch cannot recover from this situation (it should see WR_MODE_ON flag OFF and request re-doing the WR Link setup process

I was under the impression that we've already seen this and it's been fixed ...
