tests: increase settling time for USB box relays. Somes tests (eg. 9) were having trouble in suceeding because the relays were not stable

This test is used to fix problem found in batch of 100 boards from Creotech (2014).
It is used by the script tests/fix_creothech_batch_2014.sh

For now, the clock is fixed at 100MHz, due to fpga pll constraints.

- Pyro (Python Remote Object library)
- cp210x EEPROM and GPIO interface
- VIC (Vectored Interrupt Controller)
- find_usb_tty (get tty from VID, DID)

This is the first step towards a new testing environement structure,
where the board specific code is in a board's sub-project and the
common parts in the pts project.

Note that in order for the tests to work in the new structure, all
the paths must be updated in the source code.

Almost only bash commands -> could easily become an install script.

-> 'halt' isn't working properly with ubuntu 14.04 (freezes).
